Welcome to first meeting of CAS group. There has been discussion of CAS in many sectors and we are gathered to see how we can make it happen. Gary reported that MnVU is very interested in CAS and is including it in their business plan. The MnVU server could be used to house CAS and MnVU already will have the course and schedule data. |

Don M. reported that CAS being updated to make audits and guides more attractive and will also be able to work with non-DARS clients. |

Jeff has been getting questions from other private colleges about CAS. There are many different student systems in the privates. St. Thomas is very interested in participating in CAS project. Jeff also said IPEDS will be collecting transfer out data which will be an indication of transfer activity in the state. |

Craig indicated we need to continue work on improving transfer and to address the needs of all higher education in Minnesota, which would include the private colleges. |

Group agreed that there should be higher level meeting of perhaps Craig Swan (U of M), Linda Baer (MnSCU) and David Laird or designee. John will check with Wayne on U of M representative. CAS is both an academic and technology issue. |

Servers – may use MnVU’s big server or regional servers, which would have to be in a budget proposal. |

Costs – software costs are known from the attached CAS Proposal sheet. The group agreed that every effort should be made to include the privates in the licensing of CAS and paid for by state funds. Staffing – staffing estimates need to be made to get a picture of the total costs. This includes technical and encoding/transfer equivalency tables. The U of M has a commitment this coming year to add equivalency tables for transfer schools. They also have DARS audits and could use those or write new ones expressly for CAS users. The U of ST has equivalency tables and audits from their systems and will explore how to hook those up to CAS. MnSCU will be implementing DARS and those schools who are on-line could then hookup easily to CAS. There is need for technical staff to set up database, server, etc. This could be accomplished if using MnVU’s server. We could also contract with RSmart Inc. who are developing CAS with Miami U. Local staff would be needed for the transfer guides (audits) and course equivalency data. |

There is agreement that we need to get this project in the radar scope of the managers of technical projects so we can build support and get it accomplished. This has been done at MnSCU and to some degree at the U of M and U of ST. |

Timetable – recommendation that the Pilot institutions be U of M, Metro SU, 6 metro community colleges and U of St. Thomas with a target date of Jan. 1, 2001. This will give the U time for PeopleSoft to be shaken down, for MnSCU to implement DARS on some campuses and U of St. Thomas to get it as a priority. We should talk to the U of W-River Falls about the startup costs, both fiscal and human. Need
to get higher level support for participating agencies, set up teams
– both group and local level, arrange for technical support and load
data. |
